Susan E. Carter    

Class of 1978

 

 

Susan graduated in 1978 as a member of the National and French Honor Societies. She is a 1982 cum laude graduate of the University of New Hampshire with a B.S. Degree in Hydrology.

Susan returned to Chelmsford and quickly established herself as a professional hydrologist engineer in the area. President and Principal, Director of Engineering of Places Associates Inc. in Littleton, MA, Susan has worked with local towns and companies. She is the Engineering consultant for the Town of Stow, providing engineering review services for many of its boards. A Project Engineer for 160 apartments in conjunction with a 22 lot Open Space residential subdivision in Littleton, Ms. Carter was instrumental in providing site design, coordination and permitting support services for a multi-town (Acton, Littleton, and Westford) project involving housing within an endangered species habitat, on-site wastewater treatment plant and water supply coordination from the Acton and Littleton Water Districts. Susan also was the Project Engineer for a non-profit housing corporation to create eight affordable housing units in Concord, MA, with on-site sewage disposal and municipal water, while located on a state highway.

Susan has generously volunteered her time on many Chelmsford town boards. Her expertise has proved to be invaluable from the very beginning of her appointment to the Conservation Commission in the early 90\'s. In the past she has served as the Chairman of the Planning Board, the Oak Hill Study Committee, the North Chelmsford Water District Ad Hoc Study Committee, and the Chelmsford Conservation Commission. She has also served on town boards involved with affordable housing, Southwell Park, and the Chelmsford Master Plan & By-Law Committee.

She is currently the Director of the Chelmsford Land Conservation Trust, and in the role she helps others to see the balance between smart development and environmental impacts. Her earned respect and professional knowledge are invaluable assets for the work of the Trust.
